I was seeking a solution to make PDFs and sure enough you can do it for free! Read on...

The program is called PDFCreator and it works great! Download the version called "zPDFCreator-0_9_3-AD_DeploymentPackage-WithoutToolbar.msi"

Then when you have have Windows open and you need a PDF, just Print to PDFCreator instead of your printer. Yes, you create PDFs by printing to them.
